Governmental Advisory Bodies
Advisory bodies provide input to the City Council and membership is voluntary. The City Council considers advisory body recommendations, but advisory bodies do not have policy-making power.
Advisory body members may invest 10 to 40 hours per month; and occasionally an advisory body may be appointed to investigate a specific issue. Members are expected to review agenda materials prior to meetings, visit the site if applicable, make positive contributions at the meetings and to attend a minimum of 75% of the meetings.
Below is a list of the City of Prior Lake commissions and committees:
The Planning Commission:
• Recommends amendments to the Comprehensive Plan in conjunction with the Community Development/Natural Resources Director;
• Recommends policies to the City Council for guiding action affecting development;
• Determines whether specific proposed developments conform to the principles and requirements for the Comprehensive Plan and City ordinances; and to review and recommendation on planned unit development and subdivision proposals;
• Holds public hearings for subdivisions, conditional use permits, variances, planned unit developments, rezoning applications, etc;
• Reports to the City Council annually such information as deemed necessary and requested. |
The Economic Development Advisory Committee (EDAC):
• Serves as a liaison between city government and the community;
• Facilitates economic growth and redevelopment activities for the City of Prior Lake;
• Works with stakeholders on a variety of economic development and redevelopment activities;
• Provides review and comment on economic development and redevelopment policies to the Council and EDA;
• Makes recommendations to the Council and EDA regarding economic development issues, strategy and initiatives that the City can undertake to expand and strengthen its economy;
• Assists the Council and EDA to identify funding sources for economic development and redevelopment. |
The Economic Development Authority (EDA):
• Proposes specific economic development plans;
• Facilitates economic growth and redevelopment activities;
• Works with stakeholders on a variety of economic development and redevelopment activities projects or strategies to enhance the economic strength of the community.
• Meets on an as-needed basis at the Council Chambers at City Hall.

The Parks Advisory Committee (PAC) :
• Serves as a resource for anyone seeking information concerning the Prior Lake park system;
• Assists the City in setting open space, land acquisition and development policies;
• Makes recommendations to the Council relating to specific parks and open space development;
• Assists the Council in researching funding sources for the Capital Improvement Program and related park development. |
The Lakes Advisory Committee (LAC) :
• Researches, studies and makes recommendations to the Council on the Comprehensive Lake Management Plan;”
• Researches, studies and makes recommendations to the Council on the Storm Water Pollution Prevention Plan;”
• Works cooperatively with the Prior Lake-Spring Lake Watershed District on issues of mutual concern. |
The Communications & Technology Advisory Committee:
• Reviews and comments on communications and technology plan and budget ;
• Monitors progress of implementation of the communications and technology plan;
• Makes recommendations for communication and technology tools and for communication with the public ;
• Makes suggestions for ways to promote community pride, identity and image ;
• Suggests modifications to cable television guidelines. |
The Community Safety Advisory Committee:
• Recommends safety activities and policies to the Council for implementation;
• Assist staff in the interpretation and implementation of community safety matters;
• Promote the objectives of community safety in the most appropriate venues. |
The Traffic Safety Advisory Committee:
• Reviews community traffic safety issues and proposed solutions in accordance with Minnesota statutes ;
• Provide guidance to City staff and advise the Council on traffic safety issues;
• Conducts public meetings on traffic safety issues as directed by the City Council. |
Term limits
All members of advisory committees are subject to term limits to encourage community participation on these bodies. Individual terms on each of these advisory bodies run for three years.
