The mayor and four council members are the elected policy makers for the City of Prior Lake. They are responsible for adopting and enforcing ordinances, establishing public and administrative policies, appointing the city manager, creating boards and commissions, managing the city's financial operations (including levying taxes, approving a budget, auditing expenditures, and borrowing money) and transacting all other city business as required by law. The five members of the City Council also serve as the Economic Development Authority (EDA). For bylaws and policies, click here.
The City Council meets on the first and third Monday of every month at City Hall, 4646 Dakota Street SE. To get there from the intersection of County Rd. 21 and Hwy. 13, follow County Rd. 21 northwest, turning right at Main Ave., then left on Dakota St.

Mayor Haugen was elected in the general election of 2001 and was not challenged in his bid for reelection to a second four-year term in 2005. He has been a Prior Lake resident since 1973 and is owner of the American National Insurance Co. agency in Prior Lake. He and his wife Mary have two sons: Kyle and Andy. He graduated from Hamline University in 1972. He is the past president and current member of the Prior Lake Rotary and SCALE, and a member of the Prior Lake Chamber of Commerce since 1974. Mayor Haugen is leader or member of many city or school district committees and provided the initial leadership and is an advocate for the city's 2030 Vision and Strategic Plan.

Councilor LeMair joined the City Council as an appointee in 2002. In 2003 he was elected to serve a full four-year term and in 2007 was elected to a two-year term.

Frank Boyles has served as Prior Lake's city manager since his appointment to the post in 1993. Prior to that, he spent time with the cities of Richfield and Plymouth. He has served on the League of Minnesota Cities Board of Directors (2001-02) as president of the Association of Metropolitan Municipalities and as president of the Prior Lake Rotary Club.
