* While there is no increase on your city water bill. There is a new line item showing the city sewer rate AND the charge from Metropolitan Council Environmental Services (MCES). In the past, these two items appeared as one sewer charge on your bill.
In 2010, the city portion of your bill will appear as $1.90 per 1,000 gallons; the MCES portion will be $1.75. In the past, these two numbers appeared as one charge of $3.65. The City Council approved the segregation of the Sewer Rate ($3.65/1000 gallons) as follows:

These water and sewer rates went into effect Feb. 1, 2005 in the City of Prior Lake following several improvements to the city’s existing water and sewer system.
The MCES annual operating budget plans for the resources necessary to support its two core functions: wastewater collection and treatment and water resource planning.

How soon will the Automatic Payment Plan start?
We bill every other month (even months only) so if you return the authorization with your current payment, it would be effective on your next billing. Please continue to pay your bill as usual until the message "AUTO. PAID - DO NOT PAY" appears on the bottom of your bill.
If I don't sign up right now, will I be able to enroll later?

How can I be sure my bill has been paid?
Your monthly bank statement will clearly reflect the automatic payment, and your next bill will not have a previous balance on it.

No. The city does not charge you for automatic payments, and you enjoy the savings of no postage to mail your bills.

When can I start watering outdoors?
The short answer is after May 21. Here's why: Summer bills have a sewer rate cap whereby the sewer charge is applied up to a maximum of 150% of the average of your winter billings (i.e., if you average 20,000 gallons your cap for the sewer charge would be 30,000 gallons. All water used in excess of this amount would be charged the water rate but would not be charged the sewer rate). This can be a fairly significant savings depending upon each individual household's outside water use habits during summertime.
The June 1 water and sewer bill is the last billing cycle that contributes to this average calculation so it's important that you do not inflate the usage; therefore, you should delay any outdoor watering until after May 21.

What is the service fee for a $25 door hanger?
In January 2009, the City Council approved a new service fee to help off set the cost of placing door hangers of residences of customers who have not paid their utility bills. The customers are mailed the original bill and one reminder to pay the outstanding utility bill. If the bill is not paid, the staff hangs a door hanger to notify customers the water service will be discontinued for non payment. This service fee only applies to accounts for nonpayment of the utility bill.
