The City of Prior Lake issues licenses as required by the City Code. For specific City Codes, refer to the Document Center link to the right. For your convenience, several license applications are available for download below.
|BANNER-SANDWICH BOARD SIGN PERMIT
Banner-Sandwich Board Signs are allowed by permit in the "TC", "C" or "I" Use Districts subject to the regulations, conditions and limitations of the City sign ordinance. Churches, schools, and marinas located in an "R" Use District may obtain a Banner Permit subject to the City sign ordinance. Click here for the current Fee Schedule. |BUSINESS SIGN PERMIT and TEMPORARY SIGN PERMIT
The City of Prior Lake requires a Sign Permit for permanent (wall, marquee, awning or free-standing) business signs or residential nameplates, directional, window or portable signs. Portable/temporary signs may be displayed for a maximum of 30 days. The City does not require sign permits for yard sale signs, election signs or similar signage; however, there are certain criteria for the location of these signs. POLICY FOR TEMPORARY SIGN PLACEMENT
The City of Prior Lake requires an approved Burning Permit for piled material (brush and clean wood) and prescribed burns (grasslands). These permits are designed for residential property only. Alternative methods for disposing of brush and other materials should be considered for commercial applications. The fee for approved permits is $25 and is effective for 30 days. Burning permits are not required for recreational fires. Recreational fires are not to exceed 3 ft. x 3 ft. x 3 ft. For more information, call (952) 447-9800.

The City of Prior Lake requires a license to sell or dispense any tobacco-related product or tobacco-related device in the City. All licenses are issued for a period of one (1) year for a fee of $250. The license period is from Jan. 1 to Dec. 31. To download the license application click the link below. Motorized golf carts are not allowed on designated roadways, any public right-of-way, or public property without first obtaining a permit from the City. Permits are effective for one calendar year beginning Jan.1 and ending Dec. 31, and may be renewed annually. The applicant must have a valid driver's license and provide evidence of insurance. The City of Prior Lake requires a license to keep for retail sale, sell at retail, or otherwise dispense any alcohol related products at any place in the City. |MESSAGE THERAPY LICENSE APPLICATION
The City of Prior Lake requires a Massage Therapist License Application and a criminal history data check for all businesses or individuals undertaking message therapy. Any other type of massage service, other than massage therapy, is prohibited as a business or business activity. The license fee is $50 plus a $100 investigation fee. The City of Prior Lake defines an outdoor event as any gathering of 50 people or more in one outdoor location where sound amplification is used to listen to a concert or some type of entertainment. No outdoor event shall commence before 8 a.m. nor continue after 10 p.m. Sunday through Friday. Events held on a Friday or Saturday may, at the discretion of the City Manager, be extended until midnight. A license is required 30 days prior to the date of the event. The City of Prior Lake recognizes that pets are an important part of many families. The health, safety, and welfare of the citizens of the City and pets living in the City requires the City to regulate the ownership and keeping of dogs and cats. No person shall maintain more than three dogs or cats, or a combination thereof, in a dwelling unit; furthermore, every dog and cat over three months old must be licensed with the City and vaccinated against rabies. The fee for pets that have been spayed or neutered is $15, and the fee for non-spayed/neutered pets is $25. Your pet's license will be valid until Dec. 31 of the following year. There shall be no hauling in the City for hire from residential or commercial dwelling units between the hours
after 7 p.m. or before 7 a.m. on any day. There shall be no garbage or refuse pickup on Sunday except in
commercial districts between 9 a.m. and noon or in other zoning districts with written consent of the City Manager
following the conclusion of special city-wide events. Refuse and garbage from residential areas may be

The City of Prior Lake requires the peddlers, solicitors and transient merchants have a license for sales of merchandise, goods, wares, contracts, magazines, securities or any other item whereby the seller or his principal expects to derive a profit or pecuniary gain or to dispose of items and/or peddle, solicit orders of such residents. All outside sprinkling, irrigation and other non-essential outdoor use of the Municipal Water System is restricted to an odd/even system in conjunction with a 10 a.m. to 5 p.m. daily ban effective May 1 to Oct. 1. Exceptions are made for landscaping, including newly seeded or sod placed within the first
30 days of placement. To qualify for this exception you must complete a Sprinkling

The City of Prior Lake requires all taxicab owners to be licensed in order to protect the health, safety and welfare of individuals who rely on taxicab service.
