Licensing and Permits

Burning Permit

The City of Prior Lake requires a permit on site before burning can begin. Permits are not required for recreational fires smaller than 3’x3’x3’ that contain only clean burning natural wood. No Burning in barrels allowed. There is a $25 fee.

Cigarette Licenses

The City of Prior Lake requires a license to sell tobacco products at retail.  Licenses are valid from Jan. 1 to Dec. 31 of each year. The annual license fee is $250.

Gambling Licenses
All lawful gambling in the City of Prior Lake is licensed and regulated by the State of Minnesota. Please visit the Gambling Control Board’s Web site at www.gcb.state.mn.us for further information.


Gun Permit Application
Documentation must be submitted to your issuing authority: Prior Lake residents applying for a permit to purchase a handgun must submit an application with the Prior Lake Police Department. Citizens wishing to apply for a permit to carry a handgun must submit an application to the Scott County Sheriff's Office. Many other restrictions apply.

Liquor Licenses
The City of Prior Lake is responsible for the issuance of liquor licenses within the city. The following applications and permits can be downloaded online. The State of Minnesota also requires applications which can be found on its Liquor License and Permits Web page.

Massage Therapy Licenses
The City of Prior Lake requires all massage therapists not working under the direct supervision of a state licensed practitioner (e.g. physical therapist or chiropractor) to be licensed. Licenses are valid from Jan. 1 until Dec. 31 of each year. The yearly fee for this license is $100. An additional investigation fee of $100 is required with the initial license application. Please refer to City Ordinance Section 303 for further information.

Motorized Golf Cart Permit Application

The permits authorize the use of golf carts on designated roadways within Prior Lake and can be applied for at the Police Department, is $25, valid until Dec. 31 and must be renewed each year. Only persons with a valid driver’s license may operate golf carts on city streets with a speed limit of 35 miles per hour or less.
Authorized road requests must be listed on the application/permit and golf carts must be equipped with a slow moving vehicle sign and rear view mirror. Check out all the requirements outlined in the Motorized Golf Cart Ordinance.

Outdoor Event Permits
The City of Prior Lake requires a permit for most outdoor events involving amplified music. This includes events held at private residences, parks, or business establishments. If you are planning an outdoor event that will involve at least fifty people and will have amplified music, a permit is required. If less than 50 people will be in attendance, a permit is not required. The permit fee for private outdoor events is $50 plus a $200 clean-up deposit. The permit fee for a public outdoor event is $200 plus a $200 clean-up deposit. Applicants are required to provide proof that all residents within 500 feet of the event have been notified as to date, time and place of the outdoor event. Please refer to City Ordinance Section 307 for further information.

Peddler and Solicitor Permits
The City of Prior Lake requires all residential peddlers and solicitors to be licensed. Licenses can be issued for up to one year. Please refer to City Ordinance Section 302 for more information.

Pet Licenses
All cats and dogs are required to be licensed in the City of Prior Lake. Residents are allowed to have up to three pets (in any combination) without a kennel permit. All licenses currently being issued are good through 12/31/11. License fees are $15 for spayed/neutered pets and $25 for non-spayed/neutered pets. A copy of your pet's rabies certificate, showing current dates of rabies vaccination, must accompany your application. Please refer to City Ordinance Section 802 for city regulations concerning cats and dogs.

Refuse Hauler Licenses

The City of Prior Lake requires a license for all refuse haulers servicing customers in the city. Licenses are valid from July 1 to June 30.  The annual license fee is based on the number of trucks in operation -- $250 for the first truck and $50 for each additional truck.

Taxicab License

The City of Prior Lake requires all taxicab companies to be licensed. Licenses are valid from Jan. 1 to Dec. 31 of each year. The fee for a taxicab license is $100 for the first vehicle and $50 for each additional vehicle. Please refer to City Ordinance Section 304 for more information.
