A Third Roundabout Planned for Prior Lake

The Duluth Avenue and Trunk Highway 13 (TH 13) is another intersection project the City and MNDOT have been considering reconstructing for several years. MNDOT has been planning for the signal replacement at this intersection as well as reclamation of TH 13 from County Highway 21 to 282.

The goals of this project are to provide a safe intersection for pedestrians and vehicles, improve traffic flow and reduce delays. The proposed design includes a new median that extends from TH 13, south to the first entrance of Holiday. This median will make the access to the mall from Duluth a right-in, right-out. A mini roundabout would be installed at the intersection of Duluth Avenue and Village Lake Drive.

Funding for this project will come from the City and MnDOT.  Special assessments are an option still being considered by City Council to cover a portion of the City cost.

In 2012, the City studied local road connections through south downtown and in January 2015 the City Council approved a feasibility report for Duluth Avenue. In late 2015, City Council directed that this project be delayed due to tax levy pressures and concerns from area businesses on the design.

Considering the timing of the TH 13 reclamation project in 2019, staff recommended the Duluth projected be moved to 2018 to be completed ahead of that project to help facilitate access to those businesses in the area during construction. It is anticipated the Duluth intersection will see an increase in traffic as motorists find ways around the TH 13 construction project.
