BANNER-SANDWICH BOARD SIGN PERMIT

Banner-Sandwich Board Signs are allowed by permit in the "TC", "C" or "I" Use Districts subject to the regulations, conditions and limitations of the City sign ordinance. Churches, schools, and marinas located in an "R" Use District may obtain a Banner Permit subject to the City sign ordinance. Click here for the current Fee Schedule. BUILDING PERMITS

A building permit gives you legal permission to start construction of a building project in accordance with the approved drawings and specifications. The drawings and specifications must be approved and a permit issued by the City of Prior Lake. The purpose of the permit is to ensure that the building project meets minimum safety, zoning and aesthetic requirements enforced by the City of Prior Lake and required by the State Building Code.

BUSINESS SIGN PERMIT and TEMPORARY SIGN PERMIT

The City of Prior Lake requires a Sign Permit for permanent (wall, marquee, awning or free-standing) business signs or residential nameplates, directional, window or portable signs. Portable/temporary signs may be displayed for a maximum of 30 days. The City does not require sign permits for yard sale signs, election signs or similar signage; however, there are certain criteria for the location of these signs. POLICY FOR TEMPORARY SIGN PLACEMENT

BURNING PERMIT

The City of Prior Lake requires an approved Burning Permit for piled material (brush and clean wood) and prescribed burns (grasslands). These permits are designed for residential property only. Alternative methods for disposing of brush and other materials should be considered for commercial applications. The fee for approved permits is $30 and is effective for one year. Burning permits are not required for recreational fires. Recreational fires shall not be conducted within 25 feet of a structure or combustible material. They are not to exceed 3’x3’x3’ in size. Conditions which could cause a fire to spread within 25 feet of a structure shall be eliminated prior to ignition. Recreational fires must contain only clean burning natural wood. Recreational fires shall be constantly attended until they are extinguished. An approved fire extinguisher, garden hose or other approved fire extinguishing equipment shall be on-site for immediate utilization. No burning of trash or construction debris is allowed. CIGARETTE LICENSE APPLICATION

The City of Prior Lake requires a license to sell or dispense any tobacco-related product or tobacco-related device in the City. All licenses are issued for a period of one (1) year for a fee of $250. The license period is from Jan. 1 to Dec. 31. To download the license application click the link below. COMMUNITY EVENT PERMIT APPLICATION

Prior Lake is a city known for its great community events. To facilitate continued high quality events, the City Council adopted a community event ordinance that defined a Community Event as a gathering of at least 25 people on public property or in a public facility. Community events include fairs, carnivals, parades, athletic tournaments, flea/farmers markets, music festivals, races or any other gathering of a similar nature. The City of Prior Lake requires a permit for such occasions to ensure that events are safe, city resources are available, and procedures are streamlined and applied fairly.

DRIVEWAY PERMIT

A driveway permit shall be obtained if you alter, widen, or replace the existing driveway. A maximum driveway width of 24’ within right of way is allowed. If you are altering, widening, or replacing your driveway and you live in the shore land district, 30% impervious surface requirements apply.

GOLF CART PERMIT

Motorized golf carts are not allowed on designated roadways, any public right-of-way, or public property without first obtaining a permit from the City. Permits are effective for one calendar year beginning Jan.1 and ending Dec. 31, and may be renewed annually. The applicant must have a valid driver's license and provide evidence of insurance. The speed limit for golf carts is 35 mph or less. The permit fee is $25 payable at the Prior Lake Police Department, 4649 Dakota St. SE. For more information, call (952) 447-3555.

GRADING PERMIT

Residents outside of the shore land district are allowed to import/export up 50 cuyd of material, and have a disturbed area of less than 500 sqft without obtaining an excavating/grading permit. Residents in the shore land district are allowed to import/export up to 10 cuyd of material, and have a disturbed area of less than 500 sqft without obtaining an excavating/grading permit. If resident/contractor are over the above mentioned, an excavating/grading permit is required.

The City of Prior Lake requires a license to keep for retail sale, sell at retail, or otherwise dispense any alcohol related products at any place in the City. MASSAGE THERAPY LICENSE APPLICATION

The City of Prior Lake requires a Massage Therapist License Application and a criminal history data check for all businesses or individuals undertaking message therapy. Any other type of massage service, other than massage therapy, is prohibited as a business or business activity. The license fee is $100 plus a $100 investigation fee. PET LICENSE

The City of Prior Lake recognizes that pets are an important part of many families. The health, safety, and welfare of the citizens of the City and pets living in the City requires the City to regulate the ownership and keeping of dogs and cats. No person shall maintain more than three dogs or cats, or a combination thereof, in a dwelling unit; furthermore, every dog and cat over three months old must be licensed with the City and vaccinated against rabies.

The fee for pets that have been spayed or neutered is $15, and the fee for non-spayed/neutered pets is $25. Your pet's license will be valid until Dec. 31 of the following year. For more information, call (952) 447-9800.

SHORT TERM RENTAL PERMIT

The City of Prior Lake requires an approved Short Term Rental Permit prior to the rental or lease of a dwelling unit in whole or in part for 30 days or less.  All licenses are issued for a period of one (1) year for a fee of $200*.  The license period is from Jan. 1 to Dec. 31.  Renewal of a permit is required 60 days prior to the expiration date of the permit.

SOLICITORS PERMIT APPLICATION

The City of Prior Lake requires all peddlers, solicitors, and transient merchants to obtain a license for the sale of merchandise, goods, wares, contracts, magazines, or securities. Each peddler, solicitor or transient merchant must complete an application and pay the $50.00 license fee. A person who goes door-to-door for the sole purpose of disseminating religious, political, social or other idealogical beliefs, or seeking donations for which no product or service is given is not required to obtain a license. The City of Prior Lake requires all taxicab owners to be licensed in order to protect the health, safety and welfare of individuals who rely on taxicab service.
