Community Development/Natural Resources 
The Community Development and Natural Resources Department is primarily responsible for the review and management of new development, including residential subdivisions and commercial and industrial buildings, providing land subdivision and zoning land applications. The department also maintains the comprehensive plan, city code and city ordinances.

| 2030 COMPREHENSIVE PLAN |

2030 Comprehensive Plan is available in our Document Center.
The 2030 Comprehensive Plan is the culmination of more than two years of work by the City Council, Planning Commission, City staff, consultants and members of the public. It answers questions of what, where, when and how growth will occur. The plan also serves as a framework for decision-making and provides the studies supporting development fees.
Its adoption insures a safer, more pleasant and more economical environment for residential, commercial, industrial and public activities and will promote the public health, safety and general welfare. The Plan will also bring about significant private and public expenditures savings.

Zoning Ordinance
In October of 2006 the Prior Lake 2030 Comprehensive Plan was adopted. As a result, the Prior Lake Zoning Code will be updated to provide consistency with the adopted Comprehensive Plan. At the same time, code modifications that make the document more user friendly for citizens, developers and contractors alike will be considered. In the next several months, the Planning Commission will review these possible changes. The purpose of the zoning ordinance is to protect residential, commercial, industrial and public uses and maintain their stability. To achieve this end, the zoning ordinance divides the city into use districts and establishes regulations that control the location, construction, reconstruction, alteration and use of structures and land, as well as density of new development. The zoning ordinance is available in map form. A text version of the zoning ordinance can be accessed through the Document Center.
Development adjacent to the city's lakes is regulated by both the shoreland and floodplain ordinances, which are based on the regulations prepared by the Department of Natural Resources. These ordinances are included in the zoning ordinance.
Subdivision Ordinance
Simply stated, the subdivision ordinance regulates the division of land. In most land subdivisions, the subdivision ordinance and the zoning ordinance are integral elements of the review process. The zoning use district in which the land is located dictates the density and intensity of development. And the subdivision ordinance specifies the standards for street width and length, sidewalks, wetland setbacks and parkland dedication. Ryan Sand and Gravel Mine
Ryan Contracting Co. proposes to mine sand and gravel for private use from approximately 12.91 acres of a 29-acre parcel of land on the north side of McKenna Rd., about ¼ mile north of County Rd. 42.
Mining will occur for about four years and is limited to no more than 500,000 cubic yards of sand and gravel. This is the City’s Environmental Assessment Worksheet (EAW) for the sand and gravel mining operation, which is also available at the Prior Lake Maintenance Center (17073 Adelmann St. SE) and at the Prior Lake Public Library.
