Planning/Land Use

The Community Development and Natural Resources Department focuses largely on the planning and use of land throughout the City. The department evaluates and regulates development within the City as guided by the City Zoning Ordinance and the 2030 Comprehensive Plan. Our services include administration of the Zoning Ordinance, implementation of

the Comprehensive Plan, development agreements and the evaluation of development plans. The department also serves as staff to the Planning Commission.

ZONING ORDINANCE

The purpose of the Zoning Ordinance is to protect residential, commercial, industrial and public uses and maintain their stability. To achieve this end, the Zoning Ordinance divides the City into use districts and establishes regulations that control the location, construction, reconstruction, alteration and use of structures and land, as well as density of new development. The Zoning Ordinance is available in map form. A text version of the Zoning Ordinance can be accessed through the Document Center.

Development adjacent to the City's lakes is regulated by both the Shoreland and Floodplain Ordinances, which are based on the regulations prepared by the Department of Natural Resources. These ordinances are included in the Zoning Ordinance.

SUBDIVISION ORDINANCE

Simply stated, the Subdivision Ordinance regulates the division of land. In most land subdivisions, the Subdivision Ordinance and the Zoning Ordinance are integral elements of the review process.  The Zoning Use District in which the land is located dictates the density and intensity of development. In addition, the Subdivision Ordinance specifies the standards for street width and length, sidewalks, wetland setbacks and parkland dedication. PLANNING COMMISSION

The City of Prior Lake Planning Commission is made up of five Commissioners and a Council Liaison.  The planning commission meets every second and fourth Monday of each month at 6 p.m. at City Hall.  For more information on the Planning Commission and its members click here.

2030 COMPREHENSIVE PLAN

The 2030 Comprehensive Plan, available in our Document Center, is the culmination of more than two years of work by the City Council, Planning Commission, City Staff, consultants and members of the public. It answers questions of what, where, when and how growth will occur. The plan also serves as a framework for decision-making and provides the studies supporting development fees.

 

Its adoption insures a safer, more pleasant and more economical environment for residential, commercial,

industrial and public activities and will promote the public health, safety and general welfare. The Plan will also bring about significant private and public expenditures savings.

FEDERAL EMERGENCY MANAGEMENT AGENCY(FEMA)

The primary mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.  For more information visit the FEMA website.

 

Flood Insurance Rate Map (FIRM)

FEMA publishes maps, called Flood Insurance Rate Maps (FIRMs), that show the areas in the community that have a 1 percent or greater chance of flooding in any given year, known as Special Flood Hazard Areas (SFHAs). FIRMs are the result of engineering studies that are performed by engineering companies, other federal agencies, or the community and are reviewed and approved by FEMA. The Community Development/Natural Resources Department has copies of FIRMs for the City available for review. You may also obtain property flood information by calling the Community Development/Natural Resources Department at (952) 447-9810. General flood information, including ordering of FIRM maps, is available on the FEMA website.

Letter of Map Amendment (LOMA)

Letter of Letter of Map Revision Based on Fill (LOMR-F).

If you are a homeowner and believe your property is not located in the designated 100-year flood plain (also known as the Special Flood Hazard Area (SFHA)), as shown on the effective Flood Insurance Rate Map or Digital Flood Insurance Rate Map for Prior Lake and you would like FEMA to make an official determination regarding the location of your property relative to the SFHA, you may request a LOMA or a LOMR-F.  For more information on how to apply for a LOMA or LOMR-R download the FEMA MT-1 Form.

 

Flood Plain Information

The 100-year flood level is the level of flood water water expected to be equaled or exceeded every 100 years on average. The 100-year flood is more accurately referred to as the 1% flood, since it is a flood that has a 1% chance of being equaled or exceeded in any single year. 

 

The regulatory flood protection elevation (RFPE) refers to an elevation 1 foot (minimum) above the 100-year flood plus any stage increase due to the designation of flood fringe areas. In Prior Lake the flood plain regulations require that the elevation of the surface of the lowest floor of a dwelling be at or above the regulatory flood protection elevation. Local regulations will also require the top of the access road elevations to be within 2 feet of the flood protection elevation.
